Gretta Rogne for NCISD Board of Trustees
Community. Transparency. Innovation.
Why I'm Running for the School Board
Putting Community First
Every student in NCISD should have access to quality education. I'm running because I believe we can do better.
Our community deserves a school system that is transparent, innovative, and focused on students, families, and educators. With more than 20 years in education — as a teacher, campus leader, district leader, educational technology and curriculum expert, global education company president and PTO president — I’ve seen firsthand what works and what needs to change. That experience drives me to ask the tough questions, scrutinize proposals, and ensure district decisions make sense from the student, educator, parent, and taxpayer point of view.
Our district faces critical decisions about funding, curriculum, and facilities. These choices will shape our children's futures.
Transparency Families Can Trust
Parents shouldn’t have to dig for answers. Curriculum, student progress, and district decisions accessible and clear—and proactively reach out to families so they feel informed, valued, and connected. By involving parents early and often, we can build true partnerships that strengthen every child’s education.
Modern Learning, Real-World Skills
Technology should spark creativity, collaboration, and critical thinking—while also strengthening soft skills, communication, and real-world interactions. The two don’t exist in silos; I’ll work to ensure our students learn to balance digital fluency with hands-on experiences and authentic communication so they’re prepared for modern life, not outdated practices.
Supporting Teachers, Honoring Time
Teachers deserve tools that help—not hinder—their work. I’ll advocate to reduce redundant tasks and streamline reporting, freeing up time for direct student interaction. By equipping teachers with effective, easy-to-use systems for tracking student progress, they can access meaningful data at a glance, respond faster to student needs, and focus on what matters most—teaching and building relationships.
Smart Spending, Stronger Schools
Every student — no matter their zoned campus — deserves facilities, programs, and opportunities on par with the newest schools. I’ll work to balance investments so older campuses aren’t left behind and all students benefit from modern spaces, innovative programs, and safe, welcoming environments.
Community First: Building Stronger Schools Together
Our schools are at the heart of our community — and when schools and communities work together, everyone benefits. We must look beyond the walls of our campuses and build mutually beneficial partnerships that strengthen programs, enrich learning, and make Porter and New Caney a vibrant place to live, learn, and grow.
Partnering for Innovation
The district can lead by identifying innovative ways to collaborate with local businesses, nonprofits, higher education institutions, and civic organizations. Together, we can create programs that bring real-world learning into classrooms, expand extracurricular activities, and give students access to mentorship, internships, and future career pathways.
Adding Value for All Residents
These partnerships shouldn’t just benefit students — they should add value for the entire community. Strong schools increase property values, attract businesses, and foster a sense of shared investment in our collective future. By working hand in hand, we can create opportunities that enhance quality of life across Porter and New Caney.
Expanding Opportunities for Students
When schools and communities collaborate, students gain authentic experiences that build skills for college, careers, and life. Whether through after-school programs, community service projects, or workforce pipelines, these connections help prepare students for a rapidly changing world.
A Shared Vision
A thriving district doesn’t just educate — it connects. By prioritizing community engagement, shared decision-making, and creative collaboration, we can ensure our schools reflect the values and needs of the people they serve.
My Commitment to Student Success
Student excellence and wellbeing must be our top priority. Every decision should put students first.
High Academic Standards
Rigorous and effective curriculum that prepares students for college and careers and life. Standards that challenge and inspire—for all students.
Individual Student Support
Programs that meet each student's unique needs. Every child learns differently, and our interventions should be backed by the latest evidence-based research with proper support systems to ensure success.
College and Career Readiness
Support and continue multiple pathways that lead to success after graduation. Real-world skills for real-world opportunities.
Fiscal Responsibility and Transparent Governance
Taxpayers deserve to know how their money is spent. Every dollar should benefit students directly.
Budget Transparency
Clear, accessible financial reporting. Public meetings with detailed budget discussions.
Spending Accountability
Every expenditure and administrative hire must be justified with research-based evidence, a clear plan for cross-departmental implementation, and thorough documentation.
Strategic Investment
Funding priorities that directly impact classroom learning and student/teacher support. Resources where they matter most. Modernize administrative practices.

Commitment: I will vote against any budget and central administration hire that doesn't prioritize classroom instruction and student support services.

Addressing Student Transfers Out

Despite rapid growth, NCISD lost 677 students to other options between 2019-2024. This trend underscores the urgent need to enhance our district's value proposition to remain competitive and retain our students.
How School Choice Impacts Public School Funding
When parents redirect their child’s enrollment away from public schools under the new school choice law, district funding—much of it tied to student count and allocations per pupil—can be significantly reduced. Texas Tribune

$10K
General ESA Amount. Under Texas's new ESA law (SB 2), participating families may receive public funds for private school tuition, tutoring, or other educational expenses.
2
$30K
For Students with Disabilities. Those with disabilities might be eligible for a higher amount, offering more extensive options for specialized support.
As students leave, district funding tied to those students may be reduced, even though many costs—such as facilities, staff, and administration—are fixed not easily scaled down. This creates immediate budget pressure.

In states with expanded voucher programs, public school districts have faced per-student funding declines or budget pressure, often requiring cuts in essential programs or staff. Raise Your Hand Texas

What happens to public school funding when students use school choice programs to attend other schools?
When students transfer out of our district, they take their per-pupil funding with them. Even small percentages of students leaving can result in millions of dollars in lost revenue for NCISD.
There is an urgent need for NCISD to enhance its value proposition. Retaining students directly translates to securing essential funding that supports programs, teachers, and facilities across our entire district.
School Choice Means Competition—We Can No Longer Be Complacent
Texas Senate Bill 2 (SB-2) creates a statewide Education Savings Account (ESA) program, starting in the 2026-27 school year. This empowers parents with more flexibility to choose private schools, tutoring, or homeschool options if their child's public school doesn't meet expectations.
Embrace the Competition
This new reality demands proactive measures. We must recognize that parents now have more options, requiring NCISD to continually prove its value.
Attract & Retain Talent
To thrive, our schools must be the preferred choice. This means investing in academic excellence, innovative programs, and a supportive environment for every student.
Commit to Excellence
Complacency is not an option. We must continuously innovate, listen to community feedback, and ensure our district offers an unparalleled educational experience.
Schools & Home Values: A Real Community Investment
Studies across Texas consistently show a direct link between school quality and property values. Neighborhoods with highly-rated schools often command significantly higher home values, impacting entire communities.
$100s
Higher Property Values
Homes in top-tier school zones can be valued at hundreds of dollars more per square foot.
70%
Increased Home Value
In fast-growth districts, homes in exemplary school zones can see values up to 70% higher.
In the Houston area, buyers prioritize living near schools perceived as excellent, willing to pay a premium for better facilities, outcomes, and overall environments. This means the quality of our schools here in NCISD directly impacts property values, investment in our neighborhoods, and our community's overall competitiveness.
Supporting Teachers and Classroom Resources
Teachers Are Our Greatest Asset
Great teachers create great schools. We must support them with resources, training, modern learning facilities and competitive compensation.
Competitive Teacher Compensation
Continue salaries that attract and retain top educators. Benefits that show we value their dedication.
Professional Development Opportunities
Ongoing training in best practices and new technologies. Time and practical support given to faculty.
Modern Classroom Resources
Up-to-date resources—physical and digital, technology, and supplies. Learning environments that inspire excellence.
When we invest in teachers, we invest in every student's future success. We hire teachers for there expertise and they deserve to be a part of the conversation.
Why This Election Matters
This election is critical for the future of our district. Stronger schools are not just about education; they are fundamental to protecting home values and enhancing the overall quality of life in our community.
Protect Home Values
Excellent schools are a cornerstone of property value. Your vote impacts the financial health of every homeowner in NCISD.
Enhance Community Life
Beyond academics, strong schools foster vibrant, engaged communities and attract families who invest in our area's future.
Compete for Trust
With Texas school choice now law, NCISD must continually earn the trust of parents and demonstrate unparalleled educational value every single day.
Your decisions at the ballot box will shape NCISD's ability to adapt, innovate, and thrive in this new educational landscape.
What Can I Do as a Board Member?
A school board member’s role isn’t to run the day-to-day operations of the district — it’s to represent the community and provide strategic oversight that keeps our schools moving forward. This critical role demands vision, integrity, and a commitment to all students.
Oversight, Not Operations
The superintendent and their leadership team manage daily operations. Board members, however, set the direction, vision, and expectations for the district. Our responsibility is to ensure leadership builds a sustainable, modern, and competitive future for our students and community.
Asking the Right Questions
My background in education and innovation equips me to ask critical questions. As a board member, I will:
Ask critical, informed questions before approving major decisions.
Ensure district initiatives align with the best interests of students, families, and taxpayers.
Evaluate how proposals affect students, staff, and the community long-term, not just in the moment.
Leadership with Integrity
Our schools need leadership committed to the community’s vision. As a trustee, I will advocate for transparency, accountability, and a community-first mindset in every decision, avoiding self-serving projects.
A Vision for the Future
The board’s most important responsibility is hiring and evaluating the superintendent. I will work to ensure this leader — and their team — focuses on innovation, student opportunity, and fiscal responsibility. Together, we'll keep our district competitive, future-ready, and deeply connected to the people it serves.
